What is the Quebec Skilled Worker Program (QSWP)?

The Quebec Regular Skilled Worker Program (QSWP) of Canadian province Quebec is an immigration program that allows skilled foreign workers to immigrate to Quebec, Canada, depending on their skills, training, experience and ability to contribute to the Quebec labour market and community. The program runs as per a points-based system, with points being allocated based on some key factors of applicants’ profile, i.e. education, work experience, language proficiency, age, and other criteria.

The selected applicants in QSWP become entitle to get the CSQ (Quebec Selection Certificate) from the Provincial government of Quebec, making them eligible to apply for Canada PR Visa to IRCC (Immigration Refugees and Citizenship Canada).

Eligibility Requirements to apply for QSWP

To become eligible for obtaining a CSQ (Quebec Selection Certificate) through the QSWP, an applicant needs to acquire enough points based on the Quebec Immigration selection grid. This grid is comprise of nine different factors, i.e.

  • education;
  • work experience;
  • age;
  • knowledge of French and English;
  • stay and family in Quebec;
  • validated job offer;
  • spouse’s characteristics;
  • presence of children;
  • ability to be financially independent.

 A single (unmarried) applicant must obtain minimum 50 points based on this grid, while an applicant with a spouse or common-law partner must score minimum 59 points.

How to apply in QSWP?

To apply for the Quebec Regular Skilled Worker Program, you must first require submitting an EOI (Expression of Interest) through the Arrima portal, i.e. an online platform used by the government Quebec to manage immigration applications. The EOI system of QSWP follows a stepwise process for selecting skilled immigrants in overseas or already in the province.

  • First, you need to submit an electronic EOI (expression of interest) for registration to Arrima. This is a pre-assessment process that allows the Quebec to rank interested applicants based on their human capital factors and labour market requirements.
  • As part of second step, provincial government issue ITAs (Invitations to Apply) to the top-ranked candidates to apply for permanent immigration in consistent draws from the pool. Your prospects of getting ITA in the draws depend on several factors, i.e. province’s annual admission targets, processing capability, the applicants’ ranking scores in the EOI pool, presence of employment offer, and the targeted occupations in different draws.
  • Once you get an ITA, you will require submitting a complete application using Mon Projet Quebec portal, comprising all essential documents and supporting proofs. Subsequently, your application will be assessed by immigration authorities of Quebec, who will decide whether you fulfil the eligibility requirements for the QSWP.
  • If your application is approved, you will get a Quebec Selection Certificate (CSQ). The applicants with CSQ can then apply to the Canadian government for PR Visa. The IRCC will then hold a medical and criminal background check as part of final process.
