Canada Immigration 2023- Scope & Prospects for newcomers

The New Year 2023 has arrived with several hopes and expectations regarding the Canadian immigration. The year 2022 was a mixed bag, however, the New Year going to be significant from many aspects.

In 2023, the IRCC (Immigration Refugees and Citizenship Canada) has a target to admit 465,000 new permanent resident, which will be a new record. Moreover, the IRCC is working on various aspects to make immigration to Canada smooth and hassle free for the new immigrants this year.

Canada immigration target in 2023

As per Canada Immigration Levels Plan (2023-2025), the IRCC will accept record 465,000 newcomers in 2023 under different immigration programs and categories. Talking about the economic immigration target in 2023, The Provincial Nominee Programs (PNPs) of Canada will admit most number of newcomers, i.e. 105,500.

Moreover, the popular federal Express Entry System will admit 82,880 PR candidates. Rest PR invitations are divided among AIP (Atlantic Immigration Program), Economic pilots and federal business, etc.

Apart from this, Canada will also accept total 106,500 new permanent residents under family migration programs, i.e.

  • Spouse and Partners program – 78,000 and
  • Parents and Grandparents – 28,500

Hence, it’s a great opportunity for the Canadian visa aspirants to immigrate to Canada in 2023 on PR (Permanent Residence) visa.

Canada is reducing the application backlogs constantly

Recently, Canadian immigration Minister Sean Fraser has revealed that the IRCC (Immigration Refugees and Citizenship Canada) has set a new record for processing the immigration application in 2022. In fact, since August 2022, pandemic caused application backlogs reduced by approximately half a million applications in 4 months.

Moreover, IRCC has received $85 million extra funding to “decrease application inventories”. In an important step towards the same, between March 2019 and November 2022, IRCC, raised the number of “front-line operations staff” by 2,521 employees. The steps like this will further clear the backlog of applications in 2023.

Employment Opportunities for the newcomers in 2023

Finding a job upon landing in Canada remains major concern of the Canada PR visa applicants. However, in last few months, the government of Canada has taken various measures to ensure ample job opportunities for the newcomers. Here are few of these measures:

  • Newcomer Women employment: In order to support Gender Equality, the Canada is making things smooth and hassle free for racialized newcomer women to find a job by offering them required support and services.
  • Job opportunities for new immigrants: The IRCC has announced to support the internationally educated professionals to work in healthcare Canada.
  • Work permits to family members: Canadian government has recently announced to extend work permits to family members of TFWs (temporary foreign workers).
  • CAF Recruiting permanent residents: Canada’s Armed Forces (CAF) have started hiring the permanent residents in Canada. Earlier only Canadian citizens were eligible for defence jobs.
  • Easy PR for Healthcare workers: The government of Canada has announced a few key changes to make it trouble free for overseas-born physicians to get PR (Permanent Residence) Visa in Canada. It will exempt physicians (i.e. who work in a fee-for-service model with public health authorities), from existing requirements.
  • 16 New Occupations: With the implementation of new NOC 2021 system, 16 new occupations are now eligible to apply for PR visa in Canada. The addition of these new NOC Occupations will make enlarged number of individuals eligible to apply for PR visa.
  • Work Authorization for International Students: Overseas students in Canada (with off-campus work authorization on their study permit) will not be restricted by the 20-hour-per-week rule from November 15, 2022, until December 31, 2023.
  • The Labour Force Survey (LFS) November report specifies that employment has increased in Canada while record drop in unemployment rate. The employment changed marginally (adding 10,000 jobs) in November, while the unemployment rate dropped by 0.1 percentage points to 5.1 percent.

Key pathways for immigration to Canada in 2023

Here are the key pathways for Canada immigration in 2023:

  • Federal Express Entry System: Express Entry immigration system is the most popular among all. It is the fastest way to apply for and get the PR (Permanent Residence) visa in Canada. The IRCC (Immigration Refugees, and Citizenship Canada) has resumed the all-program draws and now, it is inviting a significant number candidates through Express Entry draws while dropping the CUT OFF or Comprehensive Ranking System (CRS) score requirement draw after draw.
  • Provincial Nominee Program (PNP): With PNPs having the largest share of new invitations, it will play a key role when it comes to admitting skilled and talented new permanent residents in the New Year. The Provincial Nominee Programs (PNPs) to watch out in 2023 will be:
    • Ontario Immigrant Nominee Program (OINP)
    • Saskatchewan Immigrant Nominee Program (SINP)
    • Manitoba Provincial Nominee Program (MPNP)
    • Alberta Advantage Immigration Program (AAIP)
    • Nova Scotia Nominee Program (NSNP), etc.
  • Parents and Grandparents Program (PGP): The Parent and Grandparents Program (PGP) allows Canadian citizens and permanent residents to sponsor their parents and grandparents to come to Canada on PR visa. The Parent and Grandparents Program (PGP) has a target to welcome 28,000 newcomers in 2023.
  • Foreign Students in Canada- 2023: In the month of October 2022, the government of Canada announced an update to its off-campus work hours policy for foreign students in Canada. As per this measure, with effect from November 15, 2022, until the end of 2023, “overseas students who are in Canada, (with off-campus work authorization on their study permit) will be allowed to work over 20 hours per week off-campus while class is in session.”
