Immigration, Refugees and Citizenship Canada (IRCC) is proposing to create a new Permanent Residency (PR) category for workers with TEER levels 4 and 5 qualifications. This move aims to broaden the pool of eligible immigrants and modernize Canada's economic immigration system.
Understanding TEER Levels
To understand the proposed change, it's essential to know about the TEER system. Introduced in 2022, TEER categorizes occupations based on education and experience requirements. Levels 0 to 3 typically demand post-secondary education or apprenticeships, while levels 4 and 5 require high school education, on-the-job training, or in some cases, no formal education but work experience.

Addressing the Gap for Lower-Skilled Workers
Currently, individuals with TEER 4 and 5 qualifications are ineligible for most federal economic immigration programs. This has led to an increase in temporary foreign workers (TFWs) and international students in low-skilled sectors. These workers often face lower wages and slower career progression, hindering their integration into the Canadian economy.
Reducing Temporary Residents
The creation of a permanent residence pathway for TEER 4 and 5 workers is part of IRCC's broader strategy to decrease the number of temporary residents in Canada. With temporary resident numbers reaching a peak of over 2 million in 2023, the government has recognized the need for a more sustainable approach.
To achieve this, IRCC is implementing several measures. These include capping international student applications, setting limits on temporary resident numbers, and prioritizing permanent residency for those already living in Canada. By focusing on domestic draws for Express Entry and provincial nominees, the department aims to both meet immigration targets and reduce the temporary resident population.
