Canada Sets Admissions Target for New Home Care Worker Pathway to PR

Canada has announced its admissions target for the new Home Care Worker Immigration Pilot (HCWP), aiming to grant permanent residence to 2,750 home care workers.

Immigration Minister Marc Miller revealed these targets on March 8, 2025, during a press conference, specifying that 150 of these admissions will be reserved for home care workers currently out of status in Canada.

The HCWP comprises two streams:

  • The Workers in Canada stream (for foreign home care workers applying from inside Canada); and
  • The Applicants not working in Canada stream (for foreign home care workers applying from abroad).

Immigration, Refugees and Citizenship Canada (IRCC) has yet to announce the admissions allocation for the Applicants not working in Canada stream.

Starting March 31, IRCC will initially accept applications only through the Workers in Canada stream. The application window for foreign home care workers outside Canada will open at a later, unspecified date.

Minister Miller expressed optimism about the HCWP's future, indicating a desire to make the pathway permanent based on its performance. He highlighted the program's significance as a "stepping stone to proving to the rest of Canada that regularization works."

Eligibility Requirements for the HCWP:

The HCWP features accessible eligibility criteria. To qualify for PR, foreign nationals must meet the following conditions:

Work experience:

  • Six months of recent, relevant work experience related to home care work (either in Canada or abroad); OR
  • An education credential of at least six months, related to home care training.

Language proficiency:

  • A Canadian Language Benchmark (CLB) level 4 in English; OR
  • A Niveaux de compétence linguistique canadiens (NCLC) level 4 in French.

Job Offer:

  • A full-time job offer from either a:
    • Private household; OR
    • An organization* that directly hires full-time home care workers to provide short-term or occasional care.
  • *Note that an organization in this case may refer to any of the following organizations:
    • Home health care service providers;
    • Home care support service providers;
    • Direct care agencies;
    • Personal care services in residential settings; or
    • Pediatric home health care service providers.
  • Job offers from recruitment and placement agencies are not eligible. A Labour Market Impact Assessment is not needed for a job offer to be eligible.

Further eligibility requirements will be published when the HCWP opens on March 31.

A Push for Further Regularization?

Regularization pathways, like the HCWP, enable foreign nationals who have lost their status in Canada to regain legal status and pursue PR.

Recent policy updates emphasize the regularization of out-of-status temporary residents who provide essential services.

Notably, a new regularization pathway for up to 6,000 undocumented construction workers has been introduced.

These regularization pathways align with IRCC's objectives by:

  • Helping meet immigrant admissions targets without increasing the overall population;
  • Enabling temporary residents in crucial sectors to continue contributing; and
  • Addressing structural worker deficits in key sectors.
