Canadian Government Outlines Plans for Global Talent Recruitment

Immigration, Refugees and Citizenship Canada (IRCC) has provided an update on its progress in developing skills missions, a core component of its Strategic Immigration Review aimed at attracting and retaining global talent. These missions involve IRCC staff and stakeholders visiting countries with potential labor pools to promote Canada as an immigration destination.

Building the Foundation

While the role of Chief International Talent Officer remains unfilled, IRCC has made strides in developing a framework for skills missions. This includes mapping existing services, exploring ethical recruitment practices, and consulting with stakeholders.

Addressing Employer Concerns

IRCC acknowledges that many employers find the process of hiring foreign workers challenging. Skills missions aim to simplify this process and connect employers with potential candidates.

Targeting Countries and Occupations

The choice of target countries depends on factors such as the occupation in demand and the availability of skilled workers.

  • IRCC will prioritize countries with training and accreditation systems similar to Canada for regulated professions and those with large pools of talent for non-regulated roles. 
  • The department also aims to increase the number of French-speaking immigrants through these missions. 
  • Occupation selection will be based on labour market data and projected shortages. Healthcare, STEM, and skilled trades are identified as priority areas. These occupations are also included among the six selection categories chosen for category-based express entry draws this year.

Find below the list of categories chosen for the category-based selection in 2024 EE draws:

  • A strong French language proficiency or
  • Work experience in one of the below fields:
    • healthcare
    • science, technology, engineering, and mathematics (STEM) professions
    • trades, such as carpenters, plumbers and contractors
    • transport
    • agriculture and Agri-food

Collaboration and Planning

IRCC will collaborate with provincial and territorial governments, industry experts, and employers to plan and execute skills missions. The Chief International Talent Officer will play a crucial role in aligning these efforts with Canada's overall labour market needs.
