Canadian Home Care Worker Pilots Reach Application Cap on Opening Day

Both the Home Care Worker Immigration Pilot: Child Care (HCWP:CC) and the Home Care Worker Immigration Pilot: Home Support (HCWP: HS) have reached their online application caps on March 31, 2025, the very day they opened for applications under the "Workers in Canada" stream. This sudden surge in applications highlights the immense demand for these pathways to Canadian permanent residency.

  • Specific Timelines:
    • The HCWP:CC cap was reached in the afternoon.
    • The HCWP: HS cap was hit around 2:25 PM Eastern Daylight Time (EDT).
  • Application Limits:
    • Each pilot program had an annual cap of 2,750 online applications.
    • 150 spots were reserved for out-of-status workers.

Alternate Application Options

While online applications are now closed, Immigration, Refugees and Citizenship Canada (IRCC) is still accepting applications in alternate formats, such as paper, braille, and large print, for individuals who require special accommodations and cannot apply online. It's important to note that IRCC generally prefers online submissions.

Future Program Outlook

  • Program Reopening:
    • The federal government has indicated that these pilot programs are expected to reopen next year (2026 for the Home Support pilot).
    • However, exact dates are yet to be announced.
  • "Applicants Not Working in Canada" Stream:
    • This stream for both pilots has not yet opened.
    • No timeline has been provided for its launch.
  • Pilot Program Duration:
    • Both the HCWP:CC and HCWP: HS are designed as five-year pilot programs.
  • Potential for Permanence:
    • Historically, successful pilot programs, like the Atlantic Immigration Program, have transitioned into permanent immigration pathways.
    • The success of these Home Care Worker pilots will likely be evaluated for potential future permanent residency options.
