IRCC Announces Revised Study Permit Cap and PGWP Eligibility Changes

In a significant move aimed at managing immigration levels and ensuring the sustainability of Canada's immigration system, Immigration, Refugees, and Citizenship Canada (IRCC) has announced a series of changes to its international student program. These changes include a reduced cap on study permits, stricter eligibility requirements for Post-Graduation Work Permits (PGWPs), and limitations on Spousal Open Work Permits.

Changes to PGWP Eligibility

IRCC has also increased the Canadian Language Benchmark (CLB) score requirements for PGWP applicants.

  • Starting from November 1, university graduates will need a CLB score of 7, and
  • College graduates will require a CLB score of 5.

These stricter language requirements are expected to reduce the number of PGWPs issued in the next three years.

Limitations on Spousal Open Work Permits

In addition to the changes to study permits and PGWPs, IRCC is also limiting the eligibility for Spousal Open Work Permits. Effective later this year, spouses of master's degree students will only be eligible for work permits if their program is at least 16 months in duration. This change is expected to result in lesser spousal work permits being issued over the next three years.

Impact on Temporary Foreign Worker Program

These measures are part of a broader effort to manage Canada's immigration system and address concerns about the impact of temporary residents on the Canadian labor market. The government has also introduced changes to the Temporary Foreign Worker Program (TFWP), aiming to ensure it is used as a last resort and does not displace Canadian workers.
