This draw marks the beginning of April's Express Entry selections, following a period of notable activity in March. That month saw a French-language proficiency-focused draw on March 21st and a Provincial Nominee Program (PNP) draw on March 17th, preceded by the significant removal of CRS points for arranged employment.
So far in 2025, Immigration, Refugees and Citizenship Canada (IRCC) has issued 31,508 Invitations to Apply (ITAs) through the Express Entry system. Canada's Immigration Levels Plan for 2025 aims to welcome 124,680 new permanent residents via this pathway.
PNP for Canada Permanent Residency (PR)
The Provincial Nominee Program (PNP) offers a significant pathway for obtaining Canadian Permanent Residence (PR) through the Express Entry system. Provinces and territories across Canada can nominate candidates from the Express Entry pool who meet their specific labour market needs and eligibility criteria. A provincial nomination significantly boosts a candidate's Comprehensive Ranking System (CRS) score by awarding an additional 600 points, virtually guaranteeing an Invitation to Apply (ITA) in a subsequent Express Entry draw.

Provinces then actively search the Express Entry pool for suitable candidates or invite those who have proactively expressed interest. The eligibility criteria for each provincial stream vary considerably, often focusing on factors like work experience in specific occupations, educational background, language proficiency, and ties to the province.
Successfully obtaining a provincial nomination through Express Entry involves a two-step process: first, meeting the eligibility criteria of a specific PNP stream and receiving a nomination, and second, having a valid Express Entry profile. Once nominated, the enhanced CRS score dramatically increases the chances of receiving an ITA for Canadian PR in a future Express Entry draw. This pathway is particularly beneficial for candidates whose initial CRS score might be below the cut-off thresholds in regular federal Express Entry draws, offering a valuable opportunity to achieve their Canadian immigration goals by aligning their skills and experience with provincial labour demands.
