IRCC Proposes New Rules for International Students Changing Schools

Immigration, Refugees and Citizenship Canada (IRCC) is proposing a new rule that would require international students to apply for a new study permit when transferring to a different school within Canada. This change is intended to better monitor international student admissions. However, it would result in additional fees and processing time for students, as well as increased administrative work for designated learning institutions (DLIs). The public is currently invited to provide feedback on this proposed change.

Immigration, Refugees and Citizenship Canada (IRCC) has introduced proposed changes to its international student program that could significantly impact students planning to switch schools within Canada. Under the new rules, international students would be required to apply for a new study permit if they transfer to a different Designated Learning Institution (DLI).

Students wishing to transfer schools would need to submit a new study permit

Currently, DLIs are approved by provincial authorities to enrol international students, but there's no federal oversight to ensure consistent admissions standards. IRCC believes this proposed change will help address this gap.

If implemented, students wishing to transfer schools would need to submit a new study permit application before starting their program at the new institution. However, a provision would allow them to attend the new school while their application is being processed, as long as they remain in Canada and comply with their existing study permit conditions.

New changes likely to cause financial and administrative implications

This new requirement is expected to have both financial and administrative implications for international students. Students would incur additional fees and processing times for the new permit, while also facing uncertainty during the application process. IRCC estimates the total cost to students could reach millions of dollars over a decade.

On the other hand, DLIs will also face increased administrative burdens as they would need to verify Letters of Acceptance (LOAs) for each new study permit application.

The public is currently invited to provide feedback on the proposed changes

These proposed changes are currently open for public consultation until July 29, 2024. IRCC will consider feedback before making a final decision on whether to implement the new rules. While it's uncertain if the changes will be adopted in their entirety, it's worth noting that IRCC has implemented similar policy changes in the past following consultation periods.

The potential impact of these changes on international students and educational institutions is significant, and the outcome of the consultation process will be closely watched by both groups.
