British Columbia invites Entrepreneur Category candidates in New BC PNP Immigration Draw

On April 15, 2025, the British Columbia Provincial Nominee Program (BC PNP) conducted a new draw specifically for the Entrepreneur Base Stream. This invitation round saw the province issue 5 Invitations to Apply (ITAs) for provincial nomination with a minimum score requirement of 115. Notably, this is only the second draw for the Entrepreneur Base Stream in 2025, following the previous draw held on March 18th.

To be considered for the BC PNP Entrepreneur Base Stream, foreign entrepreneurs must commit to establishing a new business or acquiring an existing one within British Columbia that will positively impact the provincial economy.

Minimum eligibility requirements

The minimum eligibility requirements for this entrepreneurial immigration pathway are as follows:

• Achieve a registration score of at least 115 points.
• Possess a minimum net worth of $600,000.
• Demonstrate language proficiency equivalent to Canadian Language Benchmark (CLB) level 4 or higher.
• Be prepared to personally invest a minimum of $200,000 into the new or purchased business.
• Show intent to hold at least one-third ownership of the business, or be willing to make an equity investment of $1 million.
• Possess the equivalent of a two-year post-secondary diploma, OR one of the following types of work experience:
  • At least three years as an active business owner-manager.
  • At least four years as a senior business manager.
  • A combination of at least one year as an active business owner-manager and at least two years as a senior business manager.

Furthermore, applicants must demonstrate that their business will generate at least one full-time employment opportunity for a Canadian citizen or a permanent resident living in British Columbia.

It's worth noting that the BC PNP also offers a Regional Entrepreneur Stream, which is restricted to specific participating communities. This regional stream features a reduced minimum net worth requirement, but necessitates a visit to a participating community and the acquisition of a letter of support from that community.

Recently, British Columbia has implemented significant changes to the BC PNP, including the closure of several immigration streams, the imposition of a temporary halt on certain draws, and the limitation of new application intake.
