The Northwest Territories Nominee Program (NTNP) is set to reopen its application intake on February 27, 2024, with a revised allocation strategy aimed at managing a reduced nomination quota for 2025. The program will accept applications from 9:00 am MT on February 27th until 5:00 pm MT on March 6th.
This year's intake will process 90 new applications, alongside 60 carried over from 2024, to meet the territory's total 2025 nomination allocation of 150. If the number of applications exceeds the processing capacity, a random selection process will determine which applications proceed, with notifications sent via email. Selected applications will be processed based on work permit expiry dates.
The Northwest Territories (NWT) government has implemented these changes to balance the needs of workers with expiring permits, recognize long-term employee commitment, and support the diverse needs of NWT employers.
Adjusted Stream-by-Stream Allocations
The NTNP's Employer-Driven stream, which requires employer sponsorship, features three categories: Entry Level/Semi-Skilled Occupations, Skilled Worker, and NWT Express Entry.

Work experience must be gained immediately before applying, with the nominating employer, and in the same occupation. Five applications in the Entry Level/Semi-Skilled category, and five collectively in the Skilled Worker and NWT Express Entry categories, are reserved for employers outside Yellowknife.
The NTNP will also allocate 10 applications through the Employer-Driven and Francophone streams, specifically for Francophone candidates.
Employer Application Limits
To ensure equitable distribution, employers are limited in the number of applications they can submit based on their workforce size:

The Francophone stream, another employer-led initiative, requires candidates to be bilingual and have a qualifying job offer.
Reasons for the Changes
These adjustments stem from a 50% reduction in the NWT’s nomination allocation for 2025, mirroring a nationwide trend. Immigration, Refugees and Citizenship Canada (IRCC) reduced Provincial Nominee Program (PNP) landing targets to address housing and affordability pressures, cutting cumulative PNP allocations from 110,000 in 2024 to 55,000 in 2025.
This reduction has impacted PNPs across Canada, prompting changes in application processes in various provinces and territories. The NTNP also experienced unprecedented demand in 2024, reaching its annual allocation by July.
The NWT government aims to manage the reduced allocation effectively, prioritizing workers with expiring permits and supporting employers while adapting to the evolving immigration landscape.
