From January 1, 2024, the Ontario Immigrant Nominee Program (OINP) has modified the Employer Job Offer: International Student stream to extend the qualification criteria for international students who have completed a one year college graduate certificate. Earlier, applicants could only apply with a one-year credential from an eligible institution if the program required a degree for admission.
Eligibility change for Applicants with one-year college graduate certificates
Under the updated policy, the Ontario PNP now accepts applicants from any one-year college program that awards an Ontario College Graduate Certificate. This change expands the pool of eligible certificate programs for the OINP.
The effective date of this change is January 1st, 2024, and it does not impact those who submitted applications before this date. In aggregation with this adjustment, the Expression of Interest (EOI) scoring factors for extra Canadian educational credentials and the highest educational credential have been updated.

The people who have registered but not received an ITA (Invitation to Apply) are advised to review the changes to the EOI criteria. Further changes include revisions to the list of eligible educational institutions for this particular stream.
OINP- Employer Job Offer: International Student stream
The International Student stream under the Employer Job Offer program offers a pathway for foreign students holding a job offer in a skilled occupation to apply for permanent residence in Ontario. To be eligible, the employment offer must fall under the TEER (Training, Education, Experience, and Responsibilities) categories 0, 1, 2, or 3 of the National Occupational Classification (NOC).
