Eligibility for A visa:-

1. For an A-1 or A-2 visa, you must be traveling to the United States on behalf of your national government to engage solely in official activities for that government. In case any government official intend to travel for any purpose other than government activity like commercial activity or traveling as tourists they need to apply for appropriate visa category.
2. Foreign officials who are traveling to the United States on official business must obtain an A visa prior to their entry

A2 and A3 visas can be applied respectively for dependent family members and personal employees (attendants, domestic workers, or servants of individuals) if they meet the specific qualifying criteria.
